The anticipated "congestion pricing" boondoggle will be just that ... a new tax on commuters into the city. There is NO provision for first upgrading the transit system to accomodate the anticipated increase in ridership nor is there any provision for increased municipal parking near transit hubs to facilitate the use of mass transit by those outside Manhattan. Moreover, there is no guarantee that the monies generated will be directed specifically and solely to transit improvements. The 3 yr compromise is simply a 3 yr exercise in revenue boosting and it's doubtful whether any of this will enhance the quality of life for New Yorkers. NYC is NOT Manhattan. The last time I checked, NYC is five boroughs and it appears to even the casual observer that this Bloombergian scheme is naught but another step in establishing Manhattan as an elitist enclave.
