I've had to work with the Art Commisson over the last year. Their power is frustrating, and they think way too highly of their own abilities. They are also completely capricious and arbitrary. Jim Polshek needs to realize that he can't look at a drawing for 5 minutes and take a magic marker and necessarily come up witha better solution, but he has the power to completely alter a project if he likes, as does the rest of the Commission. It's just another layer of bureaucracy that helps explain why public projects in New York City take years to design.
