For all you NY'ers who are complaining about how congested our streets are, keep in mind that over 50% of all Government workers commute to work in their private vehicles (Schaller Study, Transalt.org). As a resident and business owner in Chinatown, I can attest that for years Govt. workers and NYPD have abused their parking privaleges with a placard on their dashboard! They not only get FREE Parking all over NYC (even at fire hydrants), NOW They will DEFINITELY get a FREE pass to enter Manhattan as well. So while I have to pay for congestion pricing for my truck coming in from Brooklyn, I STILL Have to contend with people with placards parking in truckloading zones before I can deliver my goods, AND to add insult to injury the people with placards got to my truck loading zone for FREE all day!!!! There's a conspicuous absence with regard to the FREE ride government workers are going to get once this all goes into effect. If you think you're P.O'd now, just wait until the guy with the placard (legitimate or not) is dodging his obligation to pay his congestion pricing fee while you have to pay and pay and pay. Congestion pricing is a SURE WAY to get NY clogged with even more Government workers, and NYPD, and Feds, et al., because they will be ENCOURAGED to drive into the CIty Why should Manhattan become the FREE parking lot for government workers commuting to work? I should say, an EVEN larger parking lot, they do it already.

Currently the placard issuance policy is a DISINCENTIVE for Government workers and other unions who possess them to take the train or bus. WHY not encourage use of mass transit by DISCOUNTING MTA passes for government workers and make a city wide policy to start GREENING up NY by getting its OWN workers to abide by the Mayor's own credo. AT THE VERY Least.... the Mayor SHOULD be mandate that placard possessing individuals CARPOOL !!!!! Well, even with that said, GUESS who is sifting through all the photos of all these cars....... and deciding who gets charged and who doesn't? hmmmm.... a government employee who DROVE to work and has their car parked illegally with a placard on the dashboard, which signals to another government employee NOT to ticket them. Do you see the pattern here?
