In a free market environment, I don't believe in censorship of any kind, no matter how repugnant the material, up to and including flag burning. But I don't believe this is the issue here. Public funding for the arts is a bad idea because the art community will always seek to push the boundaries of community standards. If artists want to shock our sensibilities with sexually explicit or profane works, let them find private funding and have at it. But keep your hands out of my tax paying pockets in order to -- artistically speaking, tell me to go $%^&# myself.
