You basically covered all the important aspects of Higher Education commission's appointment and its mission. I wished you included the lack of emphasis to the importance of R&D in a good university in the executive order. Governor should know that Federal Government makes multi billions of dollars available for universities to do research. That requires competitive grant writing to bring federal money to any university. I do not see among the members of that commission that kind of expertise which will provide advice to university to improve in bringing new research funding. It seems asking blind person to describe the color red. If committee members never applied for a research grant then how would they give that kind of advice to a university?
