As I remember my statistic course in college, normal distribution of test scores are interperted by the Gaussian Curve, better known as the Bell Curve, so called because the graph of the distribution of scores looks like a bell. If the test is properly standardized, half of al those tested will be above the norm and half below. With 42% of NYC students tested above the norm, that puts 58% below. The DOE is close to achieving test normalcy but no cigar yet. With a 37% to 63% previous spred, the cigar is comming.
