The Peninsula in Bayonne was originally the old Military Ocean Terminal at Bayonne. After the decommission of bases around the country it was later given back to the city of Bayonne for a dollar to restore the 3,000 or so jobs lost and to create a new economy.

The Peninsula was broken into six sections. The largest section was slated for a Maritime Industry with no restrictions allowing a Container Port to be erected.

Until the developers decided that they wouldn't build next to an Industrial section with the ability to build cranes to their north & northeasterly veiws of N.Y.C. So the manager of the property, the B.L.R.A. and its board (all appointed by the mayor himself) placed an illegal "restrictive covenant" on the Maritime section to limit its operations to a car facility with a limited lease that inevitably will fail in time based on the size of the facility.

At this point the B.L.R.A. will then build a low level condominium development which is directly across the Port Jersey Channel where Global Container Terminals has been operating for a few decades.

Ultimately, the mayor and his creation the B.L.R.A. have placed condo development ahead of jobs for the people just as the "Labor Shortage" article that brought this to my attention has.
