congress shall pass no law that is retroactive. repeal that ex post facto law in the 1996 immigration law.
speaker of the house say with re: to congress man Nay, "we do not have the power to pass retroactive law",
but the 104 congress pass the 1996 immigration law. If they could do it to legal immigrants, they can do it to their friends.
