You cant publish something export controlled into the public domain without first getting export approval from Dept. of State AND THEN use public domain as your defense. It's self serving!!!!

This stuff should never have been placed in the public domain in the first place. If this guy followed the rules, he would have discovered it could not have been released to the public. Plus the guy encrypted the stuff before sending it to China??? What's that? Why not just mail it or email it or fax it if it's so "unsensitive".
