Residential Parking Permits May Accompany Congestion Tax

How can you call congestion pricing a tax? It's a fee charged to users of a facility, so that users pay something closer to the true cost of the good they're consuming. It's closer to the capitalist ideal than the current system of having the scarce good of roads be free. Is the subway fare a tax? How about paying for an airline flight? It's a fee. You do a disservice to your readership to (knowingly?) mischaracterize it.
