When I was a teenager in NYC they enacted an auto use tax, based on the weight of the vehicle. That was done to unscrew the mess of Robert Moses' road and bridge-building frenzy which was the biggest factor in clogging up the streets of Manhattan. It's been over 50 years. How much did that tax reduce congestion?
