Running again after the questions of his actual residence, that's chutzpah. After the sharpe rebukes from Christine Quinn, Judge Nicholas Garaufis and the New York State Appellate Court, if elected, Eugene would have limited influence among Councilmembers and no ability to advocate for the needs of the 40th district.
