You see, not everybody have to go to the three major airports, by having marinna terminals along the river, you would save some of the travelling on the streets and shortening the travel time for the users.

Also with low level corridor, it won't interfere with the major airport traffic.

Seaplane made of composite (corrosion free) would be ideal for that kind of project. A good example is Vancouver Canada.
