Neither structural nor instructional reforms (which have been in progress 30 -40 years and on-going) will replace the the fundamental desire to learn and acceptance of education as the ladder of mobility that begins within families. Yes, an inspiring teacher can light the fire in a young child's mind, but not the permutation of another program. Elaine Silverberg
