It should be no surprise that phones go unanswered. Remember, these people are city workers. Their jobs are protected and they have no incentive to do anything better. Moreover, because they are city workers, they are either perpetually "on break", say "its not my job" or stand by the time clock waiting to punch-out for the day.

Please don't delude yourselves with false expectations. These lazy good-for-nothings will only be replaced with a new generation of lazy good-for-nothings who "graduate" from the public school system.
