From what we've seen from this indictment, it appears that there are now two STRICT criteria for New York Police Officers to protect themselves: any NYPD officer who fires more than three bullets and/or the officer who fires the FIRST bullet will now be held CRIMINALLY LIABLE for their actions.

What took these officers seconds to determine and make a life-and-death decision of, a group of civilians had weeks to dissect and criticize.

I forget where I read this, but it holds true for the future of NYC:

"Those who alienate their Police had better make friends with their criminals."
