Mr. Jibrel represents a tribe; he does not represent a government because there is no legitimate government in Somalia that its people accept as one. Any penny paid to Mr. Jibril's organization will go straight to the accounts of its leaders, not to the Somali people which he claims his organization represents. US should not pay any aid to this group.
