The Ghosts of Bad Fashion Past

You miss the point regarding the pant suit Barbra Streisand wore to the Oscars 38 years ago. It wasn't designed to create a fashion trend for mass consumption. It was couture - designed for her and only her.
It was a brilliant creation by Arnold Scassi for the most unique entertainer of her time. On anyone else it would have been a gimmick - a desperate grab for attention - like most of what you see on these shows today. But she wore that suit - it didn't wear her.

A little known fact is that he designed 2 creations for her to wear to the Oscar show - one traditional the other what she wore. The traditional was a magnificent gown and she would have looked appropriately regal along with all the other female attendees - but it would not have been the personal fashion statement of a true icon. That we remember only that design from 1969 validates the decision on the selection they made. (Fact from Peggy Gallagher - Scassi's personal secretary at the time)
