First of all these restrictive immigration laws were passed in the early 1920's in the U.S. And further more in War immigration virtually stops accept for rare cases such as George Montello who saved hundreds possibly thousands of Jews- read " The Man Who Stopped the Trains to Auschwitz" by David Kranzler,Syracuse University Press 2000. The situation is more complicated and people should read the book "The Myth of Rescue by Rubenstein to get a fair picture. Tthe Nazi's were on a homicidal rampage to rid Europe (as well as Russia) of all Jews as well as their goal of transfering ethnic Germans to those conquered countries. By the the end of 1940, Otto's family had no chance for escape no matter who he knew in the U.S. According to Christopher Browning's award winning book "The Origins of the Final Solution"- the requirement of each country the Nazi's occupied that they "transfer" or kill Jews remained at the same level of priority as winning the War. As Rubenstein reveals immigration slots were left unused for Germans Jews until late 1939. Why did he not make an effort to leave then since he knew very well what German Jews faced during the 30's in Austria and Germany. Wealthy Jews of means left by that time.
