I've sold a few hundred guns in Montana while trying to comply with federal law. Failure to do so could and probably would have caused my boss to lose his federal fireams license. Seems not many others, including the feds at ATF and Bloomberg and his investigators feel any need to comply with any laws. Your point about the framers of the second amendment is cogent.

The nuts and bolts of gun sales by licensed dealers are matters of federal law, period. The buyer must state in writing that he or she is the actual purchaser of the weapon. The form on which this is recorded includes warnings of penalties that may be imposed for making false statements. Seems to me that Bloomberg and his investigators are certainly guilty of violations of federal law, if any guns were purchased.
