The way I see it we have 2 problems when it comes to healthcare.

1. uncontrolled costs of technology and drugs

2. mandates that hospitals provide care to anyone in emergency regardless of ability to pay.

To address #1, costs of healthcare do the following:

A. Have one universal form for insurance, including codes, etc.

B. Form an association of all hospitals, doctors offices, etc. that jointly invests in technology.

This will enable all providers to network seamlessly to enable universal care. Instead of buying

one MRI, buy 50 and get a volume discount. Expand capacity to train nurses because people are

currently being turned away. Lack of instructors and funding at community college level.

To address #2, mandating that hospitals provide care to any and all seekers regardless of ability to pay.

Institute a National lottery to pay for universal healthcare. We have issues with illegal immigrants. A lottery will garner money from legal residents as well as visitors, illegal aliens, etc.

Create a way for all doctors to provide care to all people and seek reimbursement from a central insurance policy paid through the Federal Government. This will get people with sore throats out of the very expensive emergency room. It will also cut down on people of low income moving from one state to another to get better benefits.
