Statistical analysis of crime rates can be used in varying arguments. If there are 2 people living in a town, and 1 is murdered, the murder rate is 50%. If the town has 100 people the rate becomes 1%. The fact is a murder occured. Statistically speaking, the law enforcement community has a large group of people to investigate crime for (not protect, that implies that they are there before the crime is commited). The per capita idea is great, if you can also compare the area, population, etc. Statistics asside the question remains, why is the number of crimes going down (not the rate, the total number) in one area and up in another while the population continues to grow at a constant rate?
