Actually, a number of third world cities have very little in the way of regulation of housing stock. They also have shanty townshacks, a number of units without water or sewage, among other substandard and even dangerous conditions.

And these conditions worsen the city for all people, including the rich in their rich neighborhoods.

Also, Manhattan's population won't be doubling again. The city is pretty much at it's capacity (could maybe hold a little more, but not much more). The development you see now is mainly tearing down and rebuilding of existing diplidated structures.
