Am I good enough for public service? That's the question philanthropist Samuel Heyman would like to ring through dorm rooms of America's best and brightest. He's put up $45 million to make it happen, through the nonprofit he founded, the Partnership for Public Service, which will soon issue a report on how federal agencies can better recruit and keep top talent.
