McCain/Palin Goes on the Dole

The Republican ticket of Senator McCain of Arizona and Governor Palin of Alaska is now officially on public assistance.
The Federal Election Commission announced today that on Friday it approved a payment from the federal treasury of $84.1 million to the McCain/Palin Campaign. Under federal law, that's all the money the McCain campaign will be able to spend during the general election season, subject to several asterisks. First, the Republican National Committee can spend another $19.1 million in privately-raised funds in coordination with the McCain campaign. Second, the RNC can spend an unlimited amount through an independent expenditure unit it has set up, though that unit can't coordinate on message or strategy or ad buys with the McCain campaign or the RNC staff. Third, the McCain campaign can collect donations for a so-called compliance fund to cover legal and accounting expenses, as it is doing on the Drudge Report and elsewhere.
Back in June, Senator Obama decided to rely on his prolific fundraising operation to fund the general election. He can take donations of up to $2,300 from each person and has no spending limit. He or the Democrats can also do each of the things listed above, except there will be no $84 million payment from the taxpayers. Mr. Obama's fundraising is expected to dwarf the federal funding for Mr. McCain, but the RNC is likely to make up much of the difference through the parallel fundrraising operations the law allows.
